Dogs of Non-restricted Breeds Also Bite
Western Australia reacted to attacks by dogs on children. A few years ago legislation was passed to not only muzzle but also sterilize American Pit Bulls, Mastiffs and Japaneses Tosas.
Since then there has not been a major decline in the numbers of these breeds. The legislation has not worked out as intended. President of the RSPCA, Hugh Wirth, says breeding of "dangerous" dogs has gone underground.
Dr Kersti Seksei of the Australian Veterinary Association (AVA) makes the point that dogs of any breed can and do bite people. It is usually the case that household pets bite members of the family. The AVA suggests testing of dog temperament when they are sold. This would be difficult to police because most cross breed puppies are sold privately.
Dogs follow their owners' behavior. Dangerous dogs are created, not born. That is why police dogs are always muzzled in public: they are trained to be dangerous.

People want dogs. They really do. Apart from pit bull crosses used for fighting, pedigree and cute dogs are also being taken by "admirers". There was a time when you just tied your dog up outside a shop and when you came back the pet was still there, but not today. Do this and you may never see your beloved friend again.
When thieves in the UK break in to steal your car keys they are likely to take the family dog as well. In the US dogs are stolen from parked cars and when they go for a run in the park with their owners.
Microchips are no deterrent. The new owners never take dogs to places where chips can be scanned. Unchipped dogs are resold. Some are held for ransom money to be paid.
Introducing laws making microchipping compulsory only works when dogs reach a shelter, and this only happens when the new owners have lost interest in them.

New Drug Sterilizes Dogs and Other Animals
In just about any country you visit, there are unwanted dogs. Roaming packs of semi-wild dogs are the most dangerous especially for children. They even attack domesticated dogs on leash.
A breakthrough in dog sterilization has been found to slow dog breeding. The drug developed by Dr. Loretta Mayer when given to female dogs sterilizes them. Tests are being carried out in India where dogs are infected with rabies.
Though years of testing has to be done to get it passed by the US Food and Drug Administration, Dr. Mayer is talking to Arizona state legislature to introduce the drug for use in animal shelters as soon as possible. The drug will also work on other animals. Of great interest is the potential to eliminate rats.
